The Russian Business Council (RBC) in Dubai and the Northern Emirates hosted a private industry gathering titled the “Anti-Crisis Task Force,” bringing together over 40 owners, chief operating officers, and managing partners of food and beverage (F&B) businesses operating in the UAE market.
The event took place on June 23, 2026, at the Birds restaurant in the Address Hotel, marking the inaugural practical session of the RBC’s newly established Restaurant Business Committee. Attendees included representatives from various dining establishments and chains, such as Drinkit, Market Island, Tigrus Group, Ribambelle, Spaniel, Wayfarer, Harat’s Pub, HookahPlace, Dacha by Pavlova, Sana, Besar, Cabana, Myata, Pavlova Cafe, and other prominent F&B projects.
The summit was attended by the Consul General of the Russian Federation in Dubai and the Northern Emirates, the Consul General of the Republic of Belarus in Dubai, representatives from the Trade Representation of the Russian Federation in the UAE, and members of the RBC Presidium in Dubai.

The central theme of the meeting was exploring practical business support measures in response to declining turnover within the sector. According to participant estimates, several Dubai restaurants experienced a 50–70% drop in revenue between March and April 2026. This downturn has necessitated a comprehensive review of operational models and the exploration of new strategies to enhance business resilience.
The summit’s agenda was structured into three core thematic segments:
Government & Regulatory Support: Representatives from the Dubai Department of Economy and Tourism (DET) and the Food Safety Department outlined current business support initiatives, permit acquisition procedures, and the specific nuances of engaging with regulatory bodies.
Legal & Compliance Navigation: The legal segment addressed commercial leasing and labor laws. Experts from a leading law firm answered participants’ questions regarding rent holidays, debt restructuring, deferred payments, and the application of legal frameworks under force majeure conditions.
Practical Experience Exchange: A dedicated portion of the program allowed restaurant owners to share actionable insights. They presented real-world case studies on cost optimization strategies, key talent retention, menu adaptations, and realigning business processes with shifting market dynamics.
